NATURE OF WORK

Reporting to the Director of Human Resources, the HR Advisor is responsible for the local application of Human Resources policies and programs in support of the Cree School Board (CSB) mission, vision, and values.

More specifically, the HR Advisor will act as a partner to managers and employees (within a client group of 2 communities) and will provide first line guidance, support and coaching in all areas of human resources management. In addition, the incumbent will develop and maintain relationships with internal stakeholders to better understand current and future human resources needs.

The HR Advisor will also support colleagues in the implementation of HR strategy and programs for the CSB.

The HR Advisor leads by example, fosters a spirit of teamwork, engages employees, and facilitates a workplace culture in keeping with the CSB organizational values.

CHARACTERISTIC FUNCTIONS

Supervisory Responsibilities:

Pursue own professional development to enhance personal and organizational capacity, as well as meet the changing needs of the organization.

Represent department and organization, as required.

Any other duties, as assigned by supervisor.

Departmental responsibilities:

Identify opportunities for adjustment or improvements to existing policies, procedures, and processes, as required, and escalate to appropriate HR Coordinators.

Support compliance within client groups.

Monitor customer satisfaction and liaise with program owner for adjustments.

Establish and maintain effective communications and relations within his/her sector with managers and employees, as well as with colleagues within the HR Department.

In close collaboration with the other HR Services:

Participate in the implementation of up-to-date efficient and effective systems, databases/ files and administrative standards that respond to the needs of the schoolboard.

Participate in the implementation of relevant HR programs such as recruitment, onboarding, work relations, learning & development, or any other field relevant to human resources management. 

Engage with the other HR Services and with colleagues to be part of an ongoing community of practice to further develop knowledge and collaboration within HR and with other CSB stakeholders.

Role-specific responsibilities:

Provide day-to-day support and advice to internal client groups (managers and employees) regarding human resources programs, policies, and processes.

Escalate questions or requests to HR Specialists in accordance with pre-established guidelines and levels of service.

Support internal stakeholders with the identification and analysis of local HR needs. Collaborate with other HR Services to identify relevant or needed initiatives within client group. 

Provide guidance and coaching to managers and employees.

Educate, consult, and transfer knowledge of human resources practices to internal stakeholders. 

Identify needs for further knowledge transfers or for advanced support to build development plans or other structured capacity building activities required within client group, in collaboration with other HR Services.

Collaborate with other HR Services on the development of the workforce/staffing plan for the CSB. 

Provide information and guidance to managers during the annual personnel request process.

Assist other HR Services with group training.

Capture client group needs and continuously support proper application of HR policies and programs, acting as HR’s local presence within the communities.

MINIMUM REQUIRED QUALIFICATIONS

Bachelor’s in human resources or any relevant field, or equivalent work experience;

2 years relevant experience (HR, interpersonal communication, administration, management, etc.);

Previous experience at the CSB or experience in a unionized context is a strong asset;

Overall knowledge of Human Resources field & best practices;

Solid leadership skills with strong communication skills

Good organizational and planning skills;

Demonstrated interpersonal skills and ability to build trust;

Ability to build personal and organizational capacity through guidance and ongoing support to internal clients;

Promote teamwork within and across departments;

Ability to work in 2 out of the 3 languages (Cree, English and French);

EMPLOYMENT CONDITIONS

Permanent full-time position.

*Given the current salary regulations and guidelines at the Cree School Board, candidates from another Quebec School Board will be able to obtain a salary as per the scale above-mentioned. However, candidates that are not from the education sector are not eligible to a salary above the midpoint of the position's salary scale.
